Penny was the founding chair of the District 5040 Rotary Leadership Institute (RLI) committee. She is a RLI training leader. She served as the District Trainer, 2008-2009.
 
She is Past President 2003-04 of the RC of Burnaby-Deer Lake. She is now a member of the RC of Vancouver Chinatown. Penny served as Literacy chair for the District Conference Planning Committee in 2002-03.
 
As the spouse of PDG Chris Offer, Penny has been actively involved in training programs for incoming District Governors at the district, zone and international level. She has coordinated and facilitated training programs for the spouses of incoming District Governors.
 
Penny has attended 13 Rotary International Conventions and District Conferences in 15 different districts. She is a charter member of the Bequest Society, member of the District 5040 Paul Harris Society and a major donor for The Rotary Foundation.
In 2005 she was a Rotary Foundation volunteer in Bacolod City, Philippines delivering humanitarian aide with the assistance of the Rotary World Help Network to hospitals, schools and orphanages. In 2008 Penny was a Rotary volunteer on a Rotaplast mission to Chengde, China assisting a medical team with surgery for children with cleft lips and palates.
 
Penny's classification is Health Care Administration. She retired in 1998. As a senior health care administrator she was responsible for developing and managing rehabilitation programs for adolescents and adults with brain and spinal cord injuries. Penny is the co-editor of a book for families living with a family member with a brain injury. Penny has also been involved with chairing several international conferences on brain injuries and served as a Director on a number of community Board of Directors.
